Justin Bieber was spotted out in Cannes, France today, May 20. The singer opted to wander around wtihout his shirt as he enjoyed the 67th Cannes International Film Festival.

Last night, May 19, Justin was spotted partying into the night with Rick Ross and Adriana Lima after arriving in Cannes last week.

Don’t get me wrong, I like when guys walk around without a shirt on, but there is a time and place and the Cannes Film Festival is just not one of them…at least I don’t think so.
