Ian Somerhalder has arrived in Washington, D.C. The Vampire Diaries star was spotted making his way through Ronald Regan National Airport today, June 23.

The star is in town to testify in front of Congress as a representative for his charity the Ian Somerhalder Foundation. The testimony will happen tomorrow, June 24 at 2-4:30 EST.
