Oliver Reveals his Plans to Propose to Felicity in new Arrow Sneak Peek

A second sneak peek from the Season 4 premiere of Arrow has been released. In the sneak peek, Oliver reveals to his neighbors that he is proposing to Felicity!

I can only guess he never gets around to proposing, however I am intrigued to seem if him trying to propose will be a thing that sticks around this season.
